Specifically an out of state file. People who work in more than one state and then experience a lay off can file out of Mass. at a higher rate. What I would like to know from someone who has done it, is how to go about it, and do you have to do it in person?

You would file in the state you last worked in because that is where the wages were reported. Check on-line for a state filing web site for the Massachusetts dept. of unemployment. The rate is based on your earnings that were reported. Most states base the rate on your wages reported 3 quarters ago. You may want to call Massachusetts and make sure they are the correct state to file with or else you could wait a couple of weeks to find out you have been turned down and have to file with your current state.
